4E error code means that the machine has not filled in the allocated period Of time, if you have changed the water valves and the pressure switch then it means these parts are good, you could try pouring water in the soap drawer as the machine is filling to try an assistant it, this would then indicate that you're water pressure is too low or maybe there is a restriction stopping the water coming into the machine at the correct rate, 
also check the wires coming from the circuit board going to the water valves, on some occasions I have found that if the pump is open circuit discount also cause problems with the water valves,
